like what rooms go where?
or is it the structural engineer?
For an original structure, a conceptual layout is given to the Architect by the client from which the preliminary and then finished architectural floor plans and elevations are made first. Then the structural, electrical, HVAC, pulmbing, etc., layouts and details are made.
